There are some security steps you can take if you believe this is happening.
Let me first state that apart from apps installed on your device, people cannot just randomly track your iPhone. As for preventing apps from tracking you, there is a way to manage this in your iPhone Settings:

If you are worried about people tracking you with whom you have shared your location, then you can turn off location sharing with that person in Find My or Messages:

Finally, if you are quite certain that your iPhone is being hacked, then it may be a good idea to enable Lockdown Mode. I would caution you though that this mode is only for severe cases as it disables some core iPhone functionalities when in use:

All in all, Safety Check may be the best way to view, as a whole, all of the data you are sharing with people, apps, and devices as outlined by Apple:

Tracking an iPhone:
Well, if Find My is enabled, then "Yes" it is being tracked. If someone hacks your account, they can then see it at: https://www.icloud.com/find
About a Hacked iPhone:
Unfortunately, there is no way to determine if it has been hacked, unless you know that it has been jailbroken. And, the only way for an iPhone to have hacked is if it has been jailbroken.
So, what to do...
Resetting to Factory Settings:
If you are so concerned, then reset you iPhone to factory settings, as if you were to sell it. Go here: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Perform as instructed there, including the backup creation and iCloud logout.
As for your Securing Your Account...
Secure your Info:
A. Verify your Devices:
Verify that all devices are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support
then...
B. Modify your Credentials:
Having received this, someone may have your credentials. So, by all means, consider modifying them...
You can also control which apps have access to the camera, microphone, and other hardware features, and control which have access to information in Contacts, Photos, and Calendar.
