New Siri interface without apple intelligence

Not likely. It's all tied to Apple Intelligence, which the EU won't get yet. As this is a user to user only forum, and no one here works for or with Apple, we can't speak for what Apple will roll out where or not. But my guess is it won't be available in the EU.

Whether the change in Siri's alert will happen in the EU I haven't seen mentioned by Apple as of yet.
