the arrow keys on my MacBook Pro don't work in safari

I have checked all of the pertinent settings, both in the system, and in Safari. These keys work in finder, my crossword puzzle app, even in chrome. I have updated at least three times since I purchased this (brand-new) computer. I believe this malfunction came aboard in the first update. I have tried restarting in safe mode.

I need to get this solved soon. Scrolling on the trackpad hurts my arthritic hand
