As was already stated, you cannot track a stolen vehicle with CarPlay. You might track the vehicle if you had previously added a LoJack device to the car — which has nothing to do with CarPlay.
If you mean the iPhone was in the car when it was stolen, your only hope of tracking that iPhone would be that you had Find My enabled on it and you might be able to track it on your Mac with its Find My — as long as the phone remains with the car; it is not powered off (or battery dead), or wrapped in foil, or tossed in the river.
The first order of business would be to file a police report with the vehicle's VIN and license plate and the iPhone description and serial number. As a precaution, you should inform your financial institutions of the theft to protect your credit card and bank accounts if that information is on the phone.
