Missing 'Activate Apple Intelligence' feature in Settings

There's a good reason for that. Apple Intelligence as Apple has said will be released this fall, so it hasn't been released yet.

Apple Intelligence is not released yet.

You are referring to Beta software, which cannot be discussed here.
