I previously deleted every content from my old Macbook for my mom to use it instead. However, this is what shows up after i turned on my Mac. Can someone please guide me what to do right now to activate it properly. I want it to restart like completely new just like how a new Mac does.

Select "Reinstall macOS" and determine how far you get.
It would help to know the exact model MacBook Air as well as its previously installed operating system.
In that case what you need to do is to erase the internal storage device. To do that choose Disk Utility, then View menu > Show All Devices, then select the topmost device and erase it.
That device will bear the name "APPLE SSD <nnn>" or words to that effect.
It's a Macbook Air 2019 and the operating system was MacOS Ventura I think. I'm not quite sure of the system tho. But when I go in "Reinstall MacOS" and they said to choose a disk to reinstall, there was no option for me to do so.
