How can I resolve App Store verification issues while downloading apps?

You may have a purchase that has not been paid. Go to Settings > [name on top] > Media & Purchases > View Account > Purchase History. If you see a charge there in red, then that has not been paid yet. Tap that amount and you are given the chance to pay that transaction. You may need to add money to your Apple Account.
