I can’t add my atm card to my apple wallet

I assumed, perhaps incorrectly, that a debit card is synonymous with an ATM card. (Certainly I have always used my debit card in ATMs.) Undoubtedly given there’s a difference (which I did not realize), Jeff’s response is correct. I stand corrected. Thanks.

Change your Apple ID country or region

ATM cards cannot be added to Apple Wallet for use with Apple Pay. Is your card a debit card or an ATM card?

Be certain you meet all the requirements including country of residence shown near the top here.

Set up Apple Pay - Apple Support

The card must have a Visa, Mastercard or other payment network logo on the card. It must also have a Tap-To-Pay logo to be used with Apple Pay.

And you must reside in a supported country and use a supported bank or institution.
