You can only track it when using Find My. It makes no different if the device has an IMEI or not. Tracking by IMEI is not possible.
No, you cannot track an iPhone by serial number or IMEI. You can only track it via Find My and from your first post, it appears the phone had not been set up? Perhaps explain more about what happened with the phone.
