My question is can I use my Apple account balance to buy things outside of Apple store such as shopping online in app of Temu or Amazon for instance will I be able to pay for things I shop for and those apps with my Apple account balance?

Account balance can only be used to buy things through Apple. Amazon doesn't provide a portal to Amazon so you can't buy things from Amazon through Apple. You can buy things from Apple's physical and media/app stores.
