My iCloud is full. I’m too poor to pay 50 GB subscription. How do I delete 4 gb videos from ICloud without deleting all my 100 photos? It says here that if I want to make some space, I have to delete both my videos and all my photos from the ICloud.

If you're using iCloud Photos, you should be able to go to Photos on any of your devices and display only your videos (for example, in iOS 18 to to Photos -> Media Types -> Videos). From there you can either delete individual videos, or select multiple videos and delete them all at once. This will have no effect on your photos.
