Up and Down arrows not working on Safari Browser

On my imac OS 14.6.1 Safari 17.8 the up and down arrows either do not work at all or as top or bottom of the page.

If I restart my computer they work as they should for a very short time.

They work well in other apps including Chrome.

I am not surprised that I didn't receive any replies. After spending a lot of time with Apple they could not find the problem. The only suggestion was to see if the new OS helps. I am waiting for the next version.

I still am hoping for someone out there to come up with the answer.
