Safari not allowing me to scroll down to accept cookies

Many websites have a pop up that asks you to accept or reject cookies. These often fill the screen and the accept button is off the bottom. Safari does not allow me to scroll down so I can't accept access.

This doesn't happen with Google on my iPhone or other devices just safari on my iPhone 11. Makes it unusable. Only workaround is smaller text which only works with some sites.
