My iPhone storage is always full

I have an iPhone 11, my I have 64GB for iPhone storage and it is always full, it has been this way for years, I have deleted so many text, pictures, apps, etc. It has been so difficult in the past to do new software updates as a certain amount of space is always required, I think I am at least 2 updates behind right now and my phone is constantly giving me the your storage is full notification and a lot of the time when I go to take a photo, download an app, or reload an old photo it wont allow my because I don't have space. I've had this phone since March 2020 and this has been an issues majority of that time, as it also was a problem with my last phone which was the older SE. Please any suggestions are welcome
