How can we make Apple Watch display time whe it’s displaying something else?

What "something else" are you viewing? On my Apple Watch, it shows the time at the top for every app on the Watch that I've checked, but not all apps, particularly a third-party one, might do that. Give us more specifics and perhaps someone can offer a suggestion.
