I have been looking for several weeks on Apples certified refurbished page but the lowest iPhone storage I have seen is 256gb and I don't remember seeing any lower than this before. Are 128gb iPhone models ever available on Apples certified refurbished page or do they not go lower than 256gb?
They have offered 128GB units in the past - there's an entry for that in the "Capacity" filter. But there's no way to know what Apple may offer in the future. It can change frequently, probably depending on what they have available in quantities sufficient to put them up for sale. You'll just have to keep checking.

We are not Apple but end users like you. We have no more insight to what refurb items are available than you.
