I need help setting up my new phone
im trying to set up this other phone and it doesn’t give me an option to create an account or a I forgot my password

We need much more information. What new phone are you trying to set up? Is it truly brand new or did you buy it from someone or some website? An iPhone when first turned on, which is ready to be setup, should open to the Hello Page, which walks you through setting it up, either as a new iPhone or an iPhone from a backup of a previous iPhone.
