i checked my new iphone data usage statistics and it said it was last reset 4 months ago. is it safe to assume my phone was previoysly owned? are there and other settings i could check to verify this?

Did you set up the new phone by copying information from an existing iPhone?
If so, that data entry may have been copied from your previous device.
Was the device purchased as new?
Was it purchased at Apple or an authorized retailer?

I entered the info manually.
