can I return to an earlier point on icloud and retrieve files I have deleted in error (its been more than 30 days)

I had garageband project files that I created on my ipad and uploaded to icloud. I then saved them to my external hard drive via my laptop as there was just not enough space. I think I must have then deleted them from icloud. But now when I look on my hard drive I can see the file names but it says 0bytes. I have tried looking in recycle bins and used a file restorer software to try and find the content but it's just disappeared. I did the initial save to hard drive and deleting from icloud in July.
