iCloud for Windows 15.2.0.157 doesn't have the sync calendar feature described in documentation

On my Windows 11 computer when I run iCloud, there is no option to sync contacts. The iCloud for Windows version is 15.2.0.157. Is contacts sync with Outlook no longer possible, or do I need to look for it elsewhere?

What I want to do is to unify my contacts management across my iPhone, Outlook.com email, and Gmail accounts, and currently I can't even tell which directories a given contact is in. On the iPhone I keep linking duplicate contacts and they periodically become unlinked again, for what reason I don't know, and it's messing up everything from the photos I select for caller ID on the iPhone to being able to address an email to someone in Outlook.com or Outlook for M365 or "New Outlook". I think there must be a way to sync my contacts so I'm using the same set of them in all applications. All the support files I find online address outdated versions of the applications, so are not usable, for example, telling me to turn on the "sync contacts" option in iCloud for Windows, which is apparently no longer a thing. Am I missing something?
