I cannot delete my Safari browsing history.

I know that there is a restriction for Safari, and it has to be “Unrestricted” But why would you enable the option only when you are browsing unrestricted. Like I am trying to stay away from bad things on the internet, and I don’t want to sacrifice my digital citizenship on the internet just to be able to delete my browsing history.
