Can I transfer Final Cut Pro License to another Apple Account?

I purchased Final Cut Pro using my Apple ID for my brother, since the software needs to update from time to time, and I would like to know if it is possible to transfer the license to my brother's Apple ID. This would allow him to manage updates and access the software directly. If a transfer is not possible, could you please provide guidance on the best way for my brother to access the software with his own Apple ID? Thanks.
