My MacBook Air will not update to newer versions

My MacBook Air (2017) will not update the newer versions that are available for update. It is on macOS Big Sur version 11.7.10 but in setting It says macOS Monterey is available, I've updated it 5 times and its still stuck on Big Sur and I'm not sure why.

This one:


  • Option-Command-R: When you press and hold these three keys at startup, Recovery might offer the latest macOS that is compatible with your Mac.


That ought to work.
