I bought iPhone xs max but because of typing wrong password again and again it's locked now. It is asking the old owner id. I am not in touch with him now. Please help me

Congratulations. You've been scammed and if you can't reach the previous owner, you bought a useless brick you can never use. Apple won't help you. We can't help you. Zachyy provided a link I authored, which should make it clear what your options are. Either get your money back or recycle the phone responsibly.
Bypass? Why on earth would there be a way to bypass Activation Lock that is in place to prevent a stolen device from being used. You have know idea if the iPhone you have is stolen and without the help of the seller, you should expect that to be the case and they found someone willing to give them money for it.
