Unable to activate iPhone

iPhone 13 Pro Max won't connect to cell service and now won't open it says unable to activate an update is required, but it won't update because its not connected to cell service even though it is connected to wifi.

Did all that. Doesn’t work. Laptop won’t even recognize that the phone is connected.
