After trying 3 different computers with the newest Windows 11 Pro 24H2 and NO result in restoring my iPhone 13 Pro, I tried on an old Asus PC with the latest Windows 10 Pro 22H2.
None of the 3 PC´s with 24H2 were able to do the job, they all ended with error 1109!
The old stationary Asus with an Intel E8400 processor from year 2008 and Windows 10 Pro 22H2 did the job flawlessly.
Instead of disabling everything and messing with DNS which didn't change a thing. You can just add some exclusions on Windows Firewall and Defender.
Paste below PowerShell script on an admin terminal

Here's what that PowerShell snippet does in simple terms:
1. Look for specific files
It searches inside `C:\Program Files\WindowsApps` (and all its subfolders) for these three executables:
- AppleMobileBackup.exe
- AMPDevicesAgent.exe
- AppleMobileDeviceProcess.exe
2. For each file it finds, it does three things:
- Exclude from antivirus scans:
- Adds the file to Windows Defender’s exclusion list so it won’t be scanned.
- Create an outbound firewall rule:
- Allows the program to send data out through the firewall.
- Create an inbound firewall rule:
- Allows the program to receive data through the firewall.
Later I did also do a ipconfig /release and ipconfig /renew plus a ipconfig /flushdns. Probably a two or three Windows restarts too during the whole session.
I kept getting the message "the network connection was reset", I kept insisting, closing iTunes, disconnecting the iPhone cable, turning it off, connecting it again, turning it off while connected, then setting it again in recovery mode. I wanted to try and put in it DFU mode but it seems I did not succeed even once as I never saw in iTune "phone in DFU mode" nor a permanent black screen on the device Complete Guide: How to Activate DFU Mode on iPhone for Efficient iOS Recovery.
Other variables I played with were using different USB-A and C ports, non-Apple lightning cable and original Apple lightning cable.
My internet connection was good all the time, wifi.
Eventually, after many, many attempts, one download completed correctly again and it did restore the iPhone without failing at about 50-55% bar progress like the previous times. It was finally back 'alive' again at the Hello OOBE stage and out of the recovery mode.
Loads of perserverance. I began investigating whether using ipsw files (I did not know that existed) could be applicable as fix in production but in the end it was not necessary.
I had this issue with an iPhone 15 whilst doing a restore using Apple Devices on a PC after I forgot the passcode to the phone. After going through this thread and macobserver, I finally successfully restored the phone by doing the following:
I wasn't able to use iTunes as suggested by others; it didn't give me the restore/update option.
Hope this helps someone that like me, switch off when instructions start to get a bit technical.
Error code (1109).06B4.0000 on restore & (75).067E.004B on update--issues with Iphone 12 to install 18.2.1 IOS update. I was using Apple devices on window 11 to install. The install would fail many times. I changed to my other PC with windows 10- issue fixed and IOS updated using windows 10 version and Apple Device app on PC! I did restore vs. update. Hope this works for others.
Yes.. this method worked for me for restoring ipad 10.. I had exact same errors 1109 & then later -75.. don't know why Apple has messed up 18.3 restore files.. Also Apple devices app from Microsoft store is not very helpful.. this 3U application is far better to restore Apple devices such as iPad.. I had exact same errors 1109 & then later -75..
After doing Quick Flash & selected restore Battery option, things worked like a charm..

Yes.. one of the reason why I had restore the iPad was because for some reason iPad did not recognize the 6 digit code which I had set up previously.. I was using my ipad after a break of 1 month.. did that somehow made iPad forget my code? I do not know.. I have set up same code again.. at least this time it is working... lets see..

Thanks for this! I tried multiple times using the Apple Devices app and kept getting stuck at 50%. ITunes wasn't recognizing the phone at all initially. I uninstalled and re-installed ITunes and was finally able to do a full restore!!
Remember those old Lightning to USB-A cables? Use it. Save hours
THIS WORKED FOR ME: I changed my PC's internet connection to a mobile hotspot from another phone. That's all it took! I have been working on this for the better part of 2 days.
Mobile hotspot with Apple Devices on my W11 PC alone did not fix the issue.
What did work for me was this:
Remove the SIM card, Connect to Hotspot on PC. Download/Launch Apple Devices, Enter iPhone into DFU mode (Volume up, Volume down, Hold side button until screen goes black) and then select Update/Restore in Apple Devices once the iPhone is detected.
I solved it by restoring it with the Apple Devices APP. But I could only do it on windows10.

At first I didn't wanted to try it because it's not from Apple and I was scared to make the situation worst, but then I told myself that my phone was already bricked and I would lose nothing by trying it, and OMG it worked PERFECTLY !
That's super ironic for Apple, they're so scared of this kind of software and they are so closed that they doesn't want you to use them, and yet, these same software restored my phone, what Apple couldn't do with their own softwares (iTunes, Apple Devicies...)

Another data point; trying to restore iOS 26 to my 15 PM. I don't have a Mac, nor do I want one. I have Linux systems and 1 Windows system (Windows 11 24H2). iTunes is pretty much useless now, replaced by Apple Devices.
I tried everything in this thread, even when it sounded silly - ie. using a VPN instead of just changing DNS; or even having to change DNS at all, for that matter. Like, what's the technical reason that needs to be done? Anyhow, Apple Devices just doesn't work for reflashing iOS from Windows, unless you're on an older version of Windows 11 or still using Windows 10. It's not a problem with the IPSW, it's a problem with the turd of an application.
The fix was to use 3uTools, as many have pointed out. Worked first time, no BS. Not sure why I need to use potentially shady 3rd party software to flash an official iOS image to my iPhone. This thread has been going for over a year. How is this still a problem? I don't know about you guys, but this kind of thing doesn't make me want a Mac more, it makes me want one less.
Thanks! Solved my problem while trying to update iPad 8th gen via Windows pc. Received the same error, so I disconnected Pc from the WiFi and connected it to my mobile hotspot and started the update again and it went smoothly.
Using a VPN worked for me. I am from Spain and my VPN was in The Netherlands
