Can I pair an Apple Watch with an iPad?

I just got an Apple Watch 10 with cellular and last week I got an iPad 9. My phone in iPhone 8 and I am now finding the watch won’t work with phone. Can I use my iPad which I was able to do with Fitbit watch?
