IPhone11 not ringng when call is received. only vibrates

Have you checked the mute switch along the edge, near the external volume controls? Orange showing = Muted.
Have you turned up the ringer volume?

I can get s soft tone now. How can I increase volume
If your phone is on and simply showing the Home Screen (no app open), you should be able to increase the ringer volume by tapping the volume up button.
To increases volume of incoming call ringtone, go to:
Settings → Sounds & Haptics → Ringtone and alerts,
and adjust the volume slider accordingly.
