I can’t update my games on my phone; it states that there’s a billing problem with a previous purchase. What does that mean?

This problem has been going on for a couple of months now and I can’t figure out why it does that. And due to that my games don’t even work properly and they keep kicking me out every few minutes when I play them. So does any of y’all know why my phone is doing that, or did you experience the same problems?

It usually means you owe Apple for a previous purchase, which until you resolve, you won't be able to update or download apps.
