How to view different pages in a document
In Preview I often would need to compare two different pages
One workaround is to duplicate the file and open in different tabs
Is there an app to do this easily ?

To easily view and compare different pages of a document on macOS Sequoia, you can use Split View in Preview or try a third-party app.
1. Split View in Preview:
2. Third-Party App - PDF Expert:
Hope that helps!

Open Two Instances of the Same Document: First, open your document in Preview. Then, right-click the Preview icon in the Dock and select Open New Window. This lets you view different pages side by side in separate Preview windows.
PDF Expert: If you want an easier, all-in-one option, PDF Expert allows multiple views of the same document in one app. It’s popular for features like side-by-side page views and smooth navigation.
I suggest you try TeXShop.
It is free.
Its PDF viewer allows you to split the window and get different views of the same document, which is what you are asking.
By doing
Window->Split Window
(or pressing its keyboard shortcut, or clicking a button in the window toolbar)
The window is split and you can scroll the two parts independently.
Skim (Free PDF Viewer): Skim is a free app that supports multiple windows of the same PDF, letting you view different pages side by side. Download it at skim-app.
lmk if that works

That is a good suggestion too!
I had tried it, but I missed the command to split the window. It does support it:
View->Show Split PDF.

I see no download. It requires learning TeX ?
No, it does not require learning TeX.
You can use it just as a PDF viewer.
To download: click on "Obtaining" in the top of the page you linked above.
Preview is my default reader where I make annotations
Those annotations do not appear in Skim
Skim has a vertical split, not side by side
It has a three panel interface with a panel for annotations, which is nice
But you can use it not just for annotations but also for navigation, and so jump between different parts of the document
This is also an alternative to comparing multiple windows.
Bookmarks in Preview could be used for this purpose too, but bookmarks in Preview are not nice.
I noticed that that File - Open Recent in Skim is empty
It takes time to get familiar with a new app, and compare to the default reader
When Preview is set to open documents in separate windows, I have no problem viewing different pages of the same document. Just open a file in Preview, choose File > Duplicate, then tile one to one side and one to the other.
There is no "Window - New window" in Preview.

That part is normal if you are using the app for the first time. The "Open Recent" should populate as you open more files. It is application specific, so it is no surprise that files you have opened in Preview will not appear in the Open Recent menu of Skim or any other application.

That is not what I'm seeing.
I also use Preview and make profuse annotations (I'm grading student papers).
I just opened one of these in Skim and all the annotations are there. They are not editable, though.
I see no "Open New Window". Could U show screen shot?
Pdf Expert is not free... and even if I pay, there is always something missing
TexShop https://pages.uoregon.edu/koch/texshop/. ?

Now we have several ideas. All good.
Good idea, DialaBrain!
