How much storage was being used on the iPhone with 512GB? If more than 256GB, then no, you won't be able to use an iCloud or for that matter ANY backup to load your data to an iPhone which has less storage than the data being moved to it can hold. I suspect, you're trying to put two gallons of water into a one gallon jug, here.

Perfect analogy.

I think you may be confused about the difference between device storage, which is fixed and cannot be made larger and iCloud Storage. If you have more data in your backup than your new phone can hold, you made the wrong buying decision and it would be advisable to return the phone and purchase one with more internal memory.

You won't be able to since your new phone isn't 512 GB.

You can only synced back your icloud data and not icloud backup.

Upgrade your new phone to 512 GB.
