SOLVED: Can't reset security questions when deleting Apple ID Account

I encountered this issue when I tried to delete an old Apple ID account. I did manage to just reset the password, but when I wanted to log in to https://privacy.apple.com/ and delete it, I failed all security questions. It kept saying "doesn't have enough information".

Here's how I found the solution by chance:

  1. I used another Apple device (an iMac) and signed in to the System Setting Apple ID (NOT iCloud!!) because I don't want to mess up anything in my iPhone.
  2. When logging in, it asked me to start an Two-Factor Authentication, so I added my phone number to complete the step.
  3. After that, I tried again to log in to the privacy website, and I wasn't asked to fill in the security questions.

My guess is just that the Two-Factor Authentication provides "enough information" that they need to allow you to do anything to your account.

Two factor replaced security questions several years ago. Apple has since been firmly encouraging users to switch to two factor, so I'm surprised this is the first you have heard of it. You were kind of lucky you were able to transition to two factor if you were having problems with security questions. Some users when they encounter that "information" message are faced with having to create a new account and lose everything in the old.
