iPod and iTunes troubleshooting on Windows 10 PC

My 4th Generation iPod Nanos no longer appear in the sidebar of my iTunes Library page. The "Devices" icon does not appear in the top left corner like they used to. They used to automatically appear when I connected them to my PC where I could manually load songs from my library to my devices. Due to some connectivity and PC registry issues, I recently had to RESET my PC which removed and re-downloaded Windows 10. All the latest updates to Windows 10 are installed. I have the "Apple Devices app installed where the devices appear but doesn't seem to help get the iPods to appear in the library. Has anyone else had this issue? Is there a work-around or something else technical I can try? Any suggestions would be greatly appreciated. Thanks.
