Wait until you get WiFi. Note that Apple Intelligence is currently in beta (as of this reply), so a few bugs may occur.

Important: Back Up First: Be sure create a backup your iPhone prior to performing an update, that way you have something to restore your iPhone from, should anything go wrong afterwards, or you want to get back.

If you force restart your iPhone, it would start where it left off. So, force restart your iPhone.
