Iphone 16 minimum volume is louder than before

The minimum volume is louder than with the Iphone 13. I can adjust that with the slider which works great until you reduce to zero sound. Then when you use the volume buttons again, it forgets your previous settings and the minimum volume is too loud again. There has got to be a way for it to remember these settings. Can you help?
