"express cards and keys available"

IPhone 11--when battery goes dead and red battery indicator is visible when I try to turn on phone, there is also a white alert at bottom of screen which says, "Express cards and keys are available." What does this mean?

Express cards are a way to pay for transit rides such as subways, trains and other public conveyances. Apple Wallet can also store electronic keys issued by some auto manufacturers that allow the iPhone to unlock car doors and also start the engine. iPhone and Apple Watch try to preserve a small amount of battery power so that those essential functions will still operate as expected.
