How to reset hotspot so my data isn’t being used when hotspot is turned off?

My carrier only charges for Hotspot data that is being used by a device or devices that are connecting to the Hotspot on the phone.
Another way to say the same thing is that if the Hotspot on my phone is not enabled for two weeks....for example.....I am not charged for Hotspot use during that two week period.....because no device was connected to the Hotspot signal during that timeframe.
It sounds like your carrier is sending data to your phone, even if the Hotspot is not active.
The Hotspot option is provided by your carrier. What you describe is a carrier issue. Apple has no control over what options or services that your carrier is providing to you.
You need to contact your carrier for clarification and testing of the Hotspot option.
