I have 15.1 and double "tapping" on the trackpad works perfectly and highlights the entire string of text in the line. Try just tapping and not pressing. You do have to make sure the cursor is over the text first so you might have to tap 3 times. Once to select the line, then two more times to highlight it. The reason I bring up that mine works is to show that it's not an inherent problem with 15.1

I used to "double-click" in everything....Safari, FireFox, Word, Excel, Chrome....everything. I would also use the double click ability to open files from places like my Desktop and Documents .....can't do any of that anymore and it sucks.

So, there's more to the problem. For whatever reason you cannot double-click, regardless of what result it provided.

There are no settings to turn on "double-click," so I don't know why it doesn't work anymore.

Check in the Accessibility > Pointer Control system settings for Double-click speed. If it is set all the way to the right, it is difficult to double-click.

To be more accurate from my previous post, I actually have to tap (Not click) 3 times. The first tap on the line, the second tap, highlights the word the cursor is over, the third tap highlights the entire line. I can screen shot my trackpad settings if it will help. As an example I can achieve this on anything that has text. On a webpage, or in Word, or email.

Basically, it appears that double-clicking with the track pad has become disabled.

You can verify tap to click is still turned on>Setting>Trackpad

if so toggle some changes and test, then come back to your preferred setting and compare your results.

maybe it is the way the question is phrased(?)

"Row" would indicate vertical...

place the cursor, hold the Shift key down, go to the bottom of your row and click again. Everything in-between is selected. This is the way it has always been.

The Command key allows you to select more then one not contagious.

for horizontal Barney-15E makes the point, triple click capture the sentence or paragraph.

In what app does that work. Any idea if you have changed any default settings to achieve that. Double-click has always selected the word and triple-click selects the paragraph, I think going back prior to OS X. Select items on your Mac screen - Apple Support

I have always been able to "push" the track pad twice (double-click) to open a file or select an entire row of text. Row would constitute a horizontal line of text not a vertical one. I can no longer execute any "double-click" functions on the track pad. Double "tapping" doesn't work either.

That's quite interesting that you could do that when Apple's documentation says you cannot. What app are you using? Does double-click select a word?
