I just bought an IPad Air 13” and an Apple Pencil. The pencil paired and works great but will not charge when magnetically attached to the IPad. It will charge if I plug into C cord. I wanted the ease of charging without cord. What can I do?

Only the Second Generation Apple Pencil and the Apple Pencil Pro can charge wirelessly.
The USB-C Apple Pencil can only charge via the USB-C cable.
If you want wireless charging, you need to buy the Apple Pencil Pro (only one with wireless charging that is compatible with the 13" iPad Air).
You have 14 days to return the USB-C pencil for a full refund.
