reconnecting Notes app data to Notes app on Mac

ALL of my hundreds of entries and records in my Notes app are ... gone from the app. It shows "0" notes. This is perplexing. I don't know how this could happen. I didn't update anything, but I did move some files in my Documents folder recently that were not related at all to the Notes app. Something else broke.

I know the data is somewhere on my Mac, or at least in a TimeMachine backup, but where is it stored? And how to reconnect it to the Notes app?

Still on Sonoma until I get this fixed.

Mac mini, macOS 14.7

Most notes were in iCloud, some were on my Mac. Not sure why that was, but there are no notes at all in my iCloud account now.

I have my iCloud account preference to Optimize Mac Storage in System Preferences turned on so that the notes should be saved on both Mac and in iCloud, but obviously the link from the Notes app to iCloud AND the on-Mac storage (kept in the User Library somewhere?) has been somehow broken. How do I reinstate that link?
