Why can't I add a folder to the Dock?

Hi, I'm using MacBook Air, Sequola 15.1

I want to add a folder to the dock. I open Finder, locate the folder, click on it, Choose File from the Finder menu. Click Shift and I see the option to Add to Dock. I click it but it doesn't add it to the doc?

What's going on?
