Very unlikely, but since this is a user to user only forum and no one here works for Apple we can't know what Apple will or won't make available. I say very unlikely because as it is, Apple Intelligence requires at least 8GB of RAM, which only iPhone 15 Pro/15 Pro Max and all iPhone 16 models have. Every year when new features are released, Apple says that not all features will be available on all models. Personally, I wouldn't hold my breath for Apple Intelligence on any phone lower than iPhone 15 Pro.

The iPhone 14 and earlier do not have apple intelligence. So this will not be a feature unless you upgrade. Hope this helps.
