Apple Intelligence is stuck on "PREPARING" on my iPhone 16

I recently updated to the latest 18.1 Official Release and applied for Apple Intelligence on October 28, 2024. I set my region to the United States and the language to English (United States). At first, it got stuck on "PREPARING." When the status didn't change, I tried some tips from other iOS 18.1 users, like switching between regions and languages. That helped me enable the Apple Intelligence toggle icon, but I still can’t use Apple Intelligence on my iPhone 16. Any ideas on what to do next?

You may need to connect a Wi-fi network rather than personal hotspot for the download to complete.

Please explain why you can't use it exactly?

What happens when you try?

It appears by the screen shot you posted that it's ready and active.

For instance if you press and hold the side button on your iPhone does the new Siri not come up?

If you start writing a message or email can you not select the "Writing Tools" option?

It seems like the 100% download never finishes, so I can’t use the writing tools. When I press and hold the side button, I still get the old Siri. I’ve tried restarting my phone multiple times, but no luck. And that apple intelligence is downloading. text never disappear.
