Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN.

Restart your router; remove all power from it for 15-30 seconds.

• Open Settings
  • Tap General
  • Tap Transfer or Reset Phone
  • Tap  Reset
  • Tap Reset Network Settings

• • This will erase all Wi-Fi passwords, but will not result in any other data loss.

Also update to 18.1

You mean you don’t have cellular data or Wi-Fi? You can still update using your computer. and have you restarted your router?
