This notification popped up on my Lock Screen and nothing happened when I pressed on it. Anyone have any insight as to what it is?

I think more context is necessary. What were you doing, and what else is on the screen? A screenshot of the whole screen might be helpful.
The rest of the screen was just news notifications. We were trimming our horses hooves when it popped up. Lol
This same notification popped up on my wife's phone today, running 18.1.1.
Did you tap on the down “v” on the entry?
Yes, it wouldn't do anything, then disappeared after my wife got a screenshot of it, couldn't pull it back up in notifications.
