Utility watch face second hand on the Apple Watch Series 10

Does the second hand remain on all the time on the Series 10 watch Utility watch face or it still limited to 70 seconds?

I may be wrong, but the continuous second hand is limited to the just 3 Watch Faces, Reflection, Flux, and Activity Digital. You can access and setup the different faces via the Watch app on your iPhone.

Thank you, Jeff. That seems to be what I'm finding out. That's a bummer, probably won't upgrade from my 8, that being the case. Seems a bit short sighted on Apple's part!

Just my personal opinion, I suspect Apple is applying a balance between a feature set for a limited subset of users and day to day battery life.
