Iphone 12 Pro to Iphone 12 Pro Transfer

Iphone 12 Pro to Iphone 12 Pro Transfer is taking forever. I originally started the transfer 5hrs ago (11am), its still showing 4hrs left (4p). Furthermore, they're both on a transfer screen with progress bar, I can't use either phone. Is this normal?

Yes, it’s normal, depending on your internet connection speed. And the time scale is generally overly pessimistic. Keep them both plugged in to power.
