Please, my icloud find my was off but the account provided some security information such as IMEI and Serial Numbers.
Can this be used to find my location and how?

Sorry, but if Find My is not enabled, there is no way for you locate the phone using an online method.
Apple does not use the serial number of IMEI of the phone for location purposes.
We assume that your phone is lost or has been stolen. Your only option.......retrace your steps and ask at shops and restaurants that you have visited recently to see if an honest employee has turned the phone in to the manager.
