Syncing downloads from iPhone to iPad

I’m trying sync my iPad to my phone so that when I download an app on my phone, it also downloads on my iPad. I know you’re supposed to turn on the app downloads sync thing, I’ve done that on my phone, but the App Store is restricted on my iPad and so is screen time. Is there any other way I can sync them both through iCloud so that the apps I download on my phone will appear on my iPad?
