I can’t link my debit card due to wrong country/ region and I can’t change said country due to having 6 cents in my balance

When I first made my Apple ID it wasn’t supported in my country so I chose the USA however now that I can link debit cards from my country I figured to link mine

that would have been an easy case to solve instead before I changed my region I had previously used some gift card and now I have 6 cents in my balance with no means of spending them and no means to add a payment detail

I have been on the support website but it keeps telling me to update my payment info which again I can’t as it gets declined
